The Council has submitted an application to the Local Planning Authority (LPA) for prior approval to convert part of the Council Offices from offices to residential.
National planning laws introduced in 2013 enable offices to be converted to new homes without the need to apply for planning permission. However anyone wishing to carry out such development must apply for prior approval. As part of the prior approval process, the Council has commissioned surveys to assess any contamination, flooding risks and noise impacts, as well as a car park (transport) assessment.
Cllr Ian Harvey, Leader of Spelthorne Council, said: “Redeveloping part of the Council Offices is part of a long term strategy to make the best use of Council-owned assets. This reduces our costs whilst providing much needed housing for our residents”.
“There are no plans to relocate Spelthorne staff employed in Knowle Green. The offices are just being reconfigured to make best use of the available space. As far as residents are concerned, it’s business as usual”.
All planning decisions are made in accordance with planning guidance, law and the Council’s own policies. This includes those that relate to development on Council-owned land. In fact such applications will come under greater scrutiny, for example by ensuring that they are not dealt with by officers under delegated powers even where this would normally be the case.
